Position Summary
This position supervises the maintenance of city stormwater infrastructure and/or facilities.

Position Description
ESSENTIAL FUNCTIONS

  • Coordinates, prioritizes, and supervises maintenance activities.
  • Supervises and participates in stormwater infrastructure maintenance activities as assigned, including operating various heavy equipment safely and efficiently including drainage, grading, pipe installation, ditching, and retention pond maintenance.
  • Supervises and participates in concrete work activities as assigned, including constructing and maintenance of sidewalks, forming, maintenance and construction of concrete structures.
  • Supervises and participates in asphalt and paving work activities as assigned.
  • Supervises and participates in the loading materials, landscaping, tree removal, excavation traffic control and general labor as necessary.
  • Inspects the safety of tools and equipment; supervises and participates in coordination of maintenance of these and recommendation of any necessary tools/safety equipment.
  • Assists with departmental or city-wide special events and programs.
  • Operates a variety of small equipment, including hand and power tools.
  • Trains, assigns, directs, supervises, evaluates, and disciplines personnel.
  • Coordinates and oversees the work of contractors.
  • Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of stormwater infrastructure building and maintenance principles and practices.
  • Knowledge of concrete building and maintenance principles.
  • Knowledge of road repair and maintenance principles.
  • Knowledge of safety principles and best practices.
  • Knowledge of supervisory principles and practices.
  • Knowledge of equipment operation, maintenance, and repair principles.
  • Skill in planning.  
  • Skill in the use of hand and power tools.
  • Skill in the operation of a variety of stormwater, sidewalk, and road maintenance equipment.

  • Skill in interpersonal relations.
  • Skill in oral and written communication. 
SUPERVISORY CONTROLS
The Public Works Division Manager and/or his designee assigns work in terms of specific instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES
Guidelines include city and department policies, procedures, and industry best practices. These guidelines are generally clear and specific but may require some interpretation in application.

COMPLEXITY/SCOPE OF WORK
  • The work consists of related supervisory and maintenance duties.  Inclement weather contributes to the complexity of the work.
  • The purpose of this position is to supervise the maintenance of city stormwater infrastructure and/or facilities. Successful performance in this position contributes to the efficient and effective maintenance of city facilities. 
CONTACTS
  • Contacts are typically with coworkers, other city personnel, vendors, contractors, community groups, and the general public.
  • Contacts are typically to give or exchange information, resolve problems, provide servives, and motivate team members.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while intermittently sitting, standing, stooping, bending, crouching or walking. The team member frequently lifts light and occasionally heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed outdoors, frequently in hot or inclement weather. The team member may be expose to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as hard hats, vests, masks, goggles, gloves, etc. 
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over assigned personnel.

MINIMUM QUALIFICATIONS
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years’ experience or service.
  • Possession of or ability to readily obtain a valid commercial driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
