JOB SUMMARY
This position performs complex plan review and building inspection functions to ensure compliance with appropriate codes, ordinances, regulations, and guidelines.
MAJOR DUTIES
- Inspects buildings for compliance with adopted state and local building codes and ordinances.
- Reviews commercial and residential project plans for compliance with City of Acworth codes and ordinances, state minimum codes, and ADA requirements.
- Performs duct and envelope tightness testing in compliance with state and local codes.
- Communicates with property owners, builders, architects, engineers, and other in order to resolve code compliance issues.
- Ensures that other city departments have reviewed and approved plans before issuing permits.
- Stamps and signs approved plans.
- Reviews and approves changes to original plans.
- Maintains active plans on current file status.
- Holds pre-construction meetings.
- Conducts on-site inspections of building, plumbing, HVAC, electrical, and other systems.
- Meets with job site superintendents, sub-contractors, designers, or owners to resolve code issues.
- Maintain inspection records and records of corrective actions.
- Reviews all third-party inspections.
- Completes inspection process for issuance of Certificates of Occupancy.
- Attends continuing education courses as directed by the Building Official to maintain certifications and acquire new ones.
- Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of building inspection and code enforcement principles and practices.
- Knowledge of construction plan review principles and practices, and strong skills in blueprint reading.
- Knowledge of appeals policies and procedures.
- Knowledge of relevant codes and ordinances.
- Knowledge of computers and job-related software programs.
- Skill in conducting site and building inspections.
- Skill in maintaining files and records.
- Skill in oral and written communication.
SUPERVISORY CONTROLS
The Development Director assigns and directs work in terms of general instructions and is the final arbiter of code interpretations. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES
Guidelines include the city code of ordinances, state minimum codes, ADA requirements, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied and comprehensive plan review, building inspection, and code enforcement duties. Strict regulations, combined with the unique nature of each case in question, contribute to the complexity of the work.
- The purpose of this position is to conduct full and thorough building plan reviews and building inspections in order to enforce appropriate codes, ordinances, guidelines, and regulations. Successful performance ensures compliance with all relevant codes and ordinances.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
- The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt and grease. Work requires the use of protective devices such as masks, vests, hardhats, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
MINIMUM QUALIFICATIONS
- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
- Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with three years’ experience or service in one or more of the major construction trades.
- Experience working as a building trades inspector for a municipal government.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
- Possession of or ability to readily obtain the appropriate state certification for the type of plan reviews and inspection(s) conducted.
- Possession of ICC or SBCCI certifications, and active, in the following: Residential Plumbing Inspector, Residential Mechanical Inspector, Commercial Plumbing Inspector, Commercial Mechanical Inspector, Residential Building Inspector, Residential Electrical Inspector, Commercial Building Inspector, and Commercial Electrical Inspector.
