JOB SUMMARY
This position performs water quality and soil erosion inspections, manages city’s MS-4, EPO, EPA + NPDES permits.
MAJOR DUTIES
- Performs daily soil erosion inspections.
- Maintains daily inspection logs and prepares daily reports.
- Communicates violations to developers, builders, and homeowners.
- Issues citations and stop-work orders for non-compliance.
- Conducts re-inspections as required.
- Attends monthly meetings for the Cobb County Soil and Water Commission.
- Reviews soil erosion and water plans to ensure compliance.
- Inspects storm drains, channels, culverts, detention ponds, and other stormwater facilities.
- Creates and maintains case files with photographs, notes, and other documentation.
- Assists the Director in preparing annual budgets.
- Maintains records for MS-4 reporting; processes GAR Permit renewals. Manages entire reporting process and application (MS-4).
- Issues development permits for ground disturbing activities and collects related fees. Keeps detailed records for EPA, EPO + NPDES compliance. Completes all necessary applications as it relates to EPA, EPD + NPDES permits.
- Develops and manages stormwater CIP.
- Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of federal, county and department policies and procedures.
- Knowledge of state and local soil erosion regulations.
- Knowledge of EPA, EPD + NPDES guidelines.
- Knowledge of site inspection and evidence collection principles.
- Knowledge of plan review principles.
- Knowledge of occupational hazards and safety principles.
- Knowledge of computers and job-related software programs.
- Skill in reading blueprints and construction documents.
- Skill in conducting and documenting site inspections
- Skill in oral and written communication.
SUPERVISORY CONTROLS
The Power and Public Works Director assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES
Guidelines include state and federal laws, city ordinances, state and federal environmental regulations, Georgia Soil and Water Conservation Commission guidelines, and department and city policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied technical inspection and enforcement duties. Strict regulations, combined with the unique nature of each case in question, contribute to the complexity of the work.
- The purpose of this position is to perform water quality and soil erosion inspections. Successful performance helps to provide for clean streams, creeks, rivers, and lakes and to compliance with related state and federal regulations.
- Works to ensure all environmental permits and reports are submitted and managed appropriately.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.
- The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
MINIMUM QUALIFICATIONS
- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
- Possession of or ability to readily obtain the appropriate state certification for the type of inspection(s) conducted.
