Description

Position Summary
This position performs equipment operation duties, including heavy equipment in support of maintaining and construction of city stormwater infrastructure and facilities.

Position Description
ESSENTIAL FUNCTIONS

  • Participates in the maintenance of city streets, city streets, bridges, rights-of-way, sidewalks, drainage systems and related facilities. 
  • Safely operates heavy equipment including but not limited to excavators (2 ton to 40 ton), bulldozer, skid-steer, backhoe, front-end-loader, trench loader, hydrovac-jetter truck, dump-truck, grapple truck, street sweeper, bucket truck, mulching equipment, bush hog, forklift, mowers, water truck, 10-yard sanitation truck, full-sized heavy duty work vehicles, wood/tree chipper, utility task vehicle, etc. 
  • Performs a variety of stormwater maintenance and construction activities including the maintenance and repair of city streets, bridges, rights-of-way, sidewalks, and drainage systems. 
  • Performs demolition, site prep, grading of worksite, pipe installation, working with asphalt & concrete. 
  • Installation and maintenance of stormwater structures. 
  • Clears trees and debris as needed. 
  • Performs traffic flagging at work sites. 
  • Safely loads, transports, and unloads equipment and materials to work sites. 
  • Operates a variety of hand and power tools. 
  • Performs minor carpentry, plumbing, and electrical repairs. 
  • Assists in and facilitates the repair and maintenance of tools, vehicles, and equipment. 
  • Performs pre- and post-trip vehicle and equipment inspections. 
  • Provides support for special department and city events. 
  • Responds to after-hours emergencies. 
  • Ensures work is performed in compliance with all relevant rules and regulations. 
  • Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of city and departmental safety policies and procedures. 
  • Knowledge and skills in the use of heavy construction equipment as described in previous section. 
  • Knowledge of techniques, materials and supplies used in public works maintenance and construction. 
  • Knowledge of the geography of the city, including street names and locations. 
  • Skill in the operation of assigned vehicles and equipment.
  • Skill in prioritizing and organizing work.
  • Skill in the use of hand and power tools.
  • Skill in oral and written communication.
SUPERVISORY CONTROLS
The Public Works Operations Manager and/or his designee assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES

Guidelines include traffic laws, work safety policies, the Manual on Uniform Traffic Control Devices, and city policies, ordinances, and procedures. These guidelines are generally clear and specific but may require some interpretation in application.

COMPLEXITY/SCOPE OF WORK
  • The work consists of related equipment operation duties. Extreme heat, extreme cold, inclement weather and heavy traffic contribute to the complexity of the position.
  • The purpose of this position is to operate large/heavy equipment in support of the construction and maintenance of city streets and related infrastructure. Successful performance contributes to the provision of safe and well-maintained city infrastructure.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while intermittently sitting, standing, bending, crouching, or stooping. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.
  • The work is typically performed outdoors, occasionally in heat, cold or inclement weather. The employee is exposed to dust, dirt, grease, and machinery with moving parts.
  • The work requires the use of protective devices such as hard hats, vests, masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position may have functional supervision over assigned personnel.

MINIMUM QUALIFICATIONS
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Possession of or ability to readily obtain a valid commercial driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
